Help is on the way to consumers confused by the jumble of sun protection numbers and other claims on sunscreens.

Currently, standards of protection apply only to one part of the sun’s spectrum, ultraviolet B rays, which cause sunburn. Under new rules published Tuesday, they will also have to protect against the more penetrating ultraviolet A rays associated with skin cancer.

Sunscreens that don’t protect against both ultraviolet A and B rays and have a sun protection factor, SPF, of at least 15 will have to carry warning label: “This product has been shown only to help prevent sunburn, not skin cancer or early skin aging.”

Currently, the FDA only requires testing for ultraviolet B rays that cause sunburn. That’s what the familiar SPF measure is based on.

But the new regulations require testing for the more dangerous ultraviolet A rays, which can penetrate glass and are most commonly linked to wrinkles and skin cancer.

The new regulations require testing for the more dangerous ultraviolet A rays, which can penetrate glass and pose the greatest risk of skin cancer and premature aging. Now, the FDA only requires testing for ultraviolet B rays that cause sunburn. That’s what the familiar SPF measure is based on.

“For the first time, the FDA has clearly defined the testing required to make a broad-spectrum protection claim in a sunscreen and indicate which type of sunscreen can reduce skin cancer risk,” said Dr. Ronald L. Moy, president of The American Academy of Dermatology Association.

Under the new rules:

The FDA will prohibit sunscreen marketing claims like “waterproof” and “sweatproof,” which the agency said “are exaggerations of performance.”

The FDA also proposes capping the highest SPF value at 50, unless companies can provide results of further testing that support a higher number.

FDA says manufacturers must phase out a four-star system currently used by some companies to rate UVA protection.

In reviewing more than 3,000 comments submitted to the agency, the FDA decided the star system was too confusing. Instead, protection against UVA should be proportional to protection against UVB, which is already measured using SPF.

The SPF figure indicates the amount of sun exposure needed to cause sunburn on sunscreen-protected skin compared with unprotected skin. For example, an SPF rating of 30 means it would take the person 30 times longer to burn wearing sunscreen than with exposed skin.

The rules were decades in the making.

FDA announced its intent to draft sunscreen rules in 1978 and published them in 1999. The agency then put the plan on indefinite hold until it could address issues concerning both UVA and UVB protection.

The National Council Declares the Friday before Memorial Day, May 27, 2011 is “Don’t Fry Day” To Encourage Sun Safety Awareness

The National Council Declares the Friday before Memorial Day, May 27, 2011 is “Don’t Fry Day” To Encourage Sun Safety Awareness

To help reduce rising rates of skin cancer from overexposure to the ultraviolet (UV) rays of the sun, the National Council on Skin Cancer Prevention has designated the Friday before Memorial Day as “Don’t Fry Day” to encourage sun safety awareness and to remind everyone to protect their skin while enjoying the outdoors. Because no single step can fully protect you and your family from overexposure to UV radiation, follow as many of the following tips as possible:

Avoid sun burning, intentional tanning, and using tanning beds.

Apply sunscreen generously.

Wear sun-protective clothing, a wide-brimmed hat, and sunglasses.

Seek shade.

Use extra caution near water, snow, and sand.

Get vitamin D safely through food and vitamin D supplements.

As warm weather approaches and millions of Americans prepare to enjoy the great outdoors, the risk for ultraviolet (UV) damage of the skin increases. Skin cancer is on the rise in the United States, and the American Cancer Society estimates that one American dies every hour from skin cancer. This year alone, the American Cancer Society estimates there will be more than 68,000 new cases of malignant melanoma, the most serious form of skin cancer, and more than two million new cases of basal cell and squamous cell skin cancers in the U.S.

Fortunately, skin cancer is highly curable if found early and can be prevented. Remember to Slip! Slop! Slap!…and Wrap when you’re outdoors — slip on a shirt, slop on sunscreen of SPF 15 or higher, slap on a hat, and wrap on sunglasses. The best way to detect skin cancer early is to examine your skin regularly and recognize changes in moles and skin growths.

Most skin cancers are caused by overexposure to UV radiation. A tanned appearance has become a sign of a good look and good health, fueling the increasing trends of sunbathing and tanning bed use among young adults and women. However, using a sunless self-tanning product and continuing to apply sunscreen can help greatly reduce skin cancer risk. Individuals with lighter-toned skin are more susceptible to UV damage, although people of all races and ethnicities can be at risk for skin cancer. Those who have a family history of skin cancer, plenty of moles or freckles, or a history of severe sunburns early in life are at a higher risk of skin cancer as well. To minimize the harmful effects of excessive and unprotected sun exposure, protection from intense UV radiation should be a life-long practice for everyone.

You may not realize this, but this week is the most dangerous week of the year for your skin. With the sun high in the sky, ultraviolet light is intense. And unless you live in Florida or Arizona, your skin is at its lightest color because your melanin, the brown protective pigment in your skin, is at its lowest level right now. And that means you will absolutely fry in the sun this weekend if you don’t use protection. The first sunny days of the season are always the worst for sunburn, because that intense sun often takes you by surprise. And as you sit inside nursing your sunburn that evening, you will swear you won’t do that again.

Small doses of sunshine are great for you – vitamin D levels increase and that light is a natural mood elevator. But more than 20 minutes of ultraviolet light is actually harmful. UV light causes skin cancer and prematurely ages the skin. Beyond 20 minutes and your immune system actually gets suppressed. So, everyone needs to apply sunscreen if you’re exposed to the sun for more than 20 minutes. Melanin is your body’s own sunscreen. The darker your skin color, the more you have. The lighter your skin, the more important sunscreen is. Even if you have very dark skin, your own SPF level is only 16 and so you still need sunscreen.

UVSunSense was included in the May 2011 issue of Independent Retailer Magazine.

From the article:

UVSunSense is a three year old company offering one product that is selling very well in the marketplace. “The UVSunSense wristband measures how much sun exposure your skin has had, and tells you when it’s time to apply more sunscreen or get out of the sun,” says Jon Horovitz, co-founder and managing member of the company. Available in 20 countries around the world, the UVSunSense band can be found at traditional retailers, as well as drug and food chains, independent pharmacies, dermatologists’ offices and online. “We can also customize the bands with a brand name, which is very popular with resorts, hotels and other such businesses,” Horovitz adds.

The wristband is embedded with photo chromatic dyes, which are calibrated to match type 2 skin, the kind found in fair-skinned people and children of all skin types. “When exposed to ultraviolet light and used in conjunction with a sunscreen with an SPF of 15 or higher, the band will change color to let the wearer know when to reapply sun block or get out of the sun,” Horovitz says. “The band mimics the absorption of the UV that the skin is getting.” While declining to publicly disclose the wholesale pricing of UVSunSense, Horovitz says it retails for $6.99 for a seven pack of the bands, with a minimum order of 24 packs. Clip strips and countertop displays are included, volume discounts are available for larger orders, and the company is shortly coming out with a five pack that retails for $4.99. “For retailers who sell to sun worshipers, it makes sense to keep the UVSunSense wristband near the register,” Horovitz says. “People see it, they get it, and they buy it.”
